No: Could be several things. Nevus, skin tag, small sebaceous cyst, flat wary. The List is pretty long. What you describe however sounds benign. As with any skin issue, is always best to see and feel the lesion. Therefore if you are concerned, best to see your doctor for examination. Hope this was helpful. Best of luck. Dr. R

Skin Tag: What you are likely describing appears to be a skin tag, without actually looking at it it's hard to say definitively however given the location and your description a skin tag is most likely.
