No: Could be several things. Nevus, skin tag, small sebaceous cyst, flat wary. The List is pretty long. What you describe however sounds benign. Skin Tag: What you are likely describing appears to be a skin tag, without actually looking at it it's hard to say definitively however given the location and your description a skin tag is most likely.
