Petechiae are dots : under the skin less than 3 mm. diameter, first red, then bluish/purple that don't blanch when you press on them. Purpura are 3-5 mm. Ecchymoses are larger. History & physical + blood tests are needed to determine if they are caused by an infection, medication allergy, blood disorder or other systemic illness. The seriousness of causes varies widely, so you need to know for his health & safety.

Petechial rash?: This may be what we call a "petechial rash" which is like little tiny pinpoint blood blisters under the skin. What is the location? Eye or face? Does he have a cough? What is the distribution? a cluster that makes a shape? or scattered? Can be caused by a variety of things ranging from trauma to childhood leukemia. Definitely needs an evaluation. May need blood work.
