I have a skin issue (upper body) which seems like pore congestion - they seem clogged with hard, white material that's easy to scratch off. any ideas?

Arms?: If they are bumps predominantly on the backs (extensor surfaces) of your arms and sometimes on your upper legs, it sounds most like keratosis pilaris. Benign condition caused by excess keratin plugging hair follicles. Lotions and exfoliation can help. Hope this helps!
