Irritation: Some people with a heavy concentration of public hair can get ingrown hairs frequently. If this is not the case, I suggest you see your OB and find out what it is, and what to do about it

More info: if you shave this area, you may be injuring the tissue. If not, maybe soaps or vaginal products may irritate.
