Poss cysts: If the white bumps are along your lower inside eyelid, then it is likely cysts from occluded glands of your eyelids. See an eye doctor for further exam. As for the bags under your eyes, they can be removed/revised by a plastic surgeon. However, it will likely be considered cosmetic and not covered by insurance.
