See derm: Vitiligo means white (depigmented) areas usually larger than just small dots. They are not raised and are not related to blood hypochromasia. I don't think the picture is typical for vitiligo given the brown spots but the description is too vague to venture a guess. A dermatologist will likely be able to make a better diagnosis.
