My 15 mo old has been getting 102-103 degree fevers (rectally) every time a molar is cutting through, should i be concerned? he's acting totally fine.

Teething: Teething itself does not cause fever. If your baby is getting high temps it could be from a variety of causes - viral infections being the most common. In the face of "totally acting fine", you can monitor and if the fever persists or symptoms worsen then don't hesitate to have your child's pediatrician take a look.
