Probably no problem: The lining of conjunctiva over the white sclera can be in many degrees of color and variations in vascularity. If there is no history of eye disease, your color variation is almost certainly normal for you and not a problem. Your ophthalmologist can confirm that if you need to.

Depends: What color are your eyeballs now? Are they yellow? This indicates a liver problem/jaundice. Are they blue? Perhaps you have a genetic collagen defect. Are they red? You have conjunctivitis. If you are referring to areas of pigment that can occur in the white portion of the eyeball; then this is a normal hereditary variant. Discuss with an eye doctor if this is new finding.
