DISUSE ATROPHY : If you have not been active, muscles can weaken secondary to disuse atrophy. You need a full exam and labs, to rule out underlying causes of muscle wasting. Especially thyroid disease and vitamin deficiency.

Muscle tone: Depending on what you do and how active you are, you likely have decreased muscle tone in the legs. Once you start back to your exercising, the tone should improve and your legs will look less skinny. Make sure you stretch before and after your exercises and look forward to feeling great once you get back into working out.
