Unlikely: Unlikely but not impossible. The youngest Breast cancer patient I have worked with was 18. That said, when you are examining your breasts you are feeling for a place that is different from the rest. It is normal for a young female to have dense breasts with "lumps". Hormone changes can also make cystic areas in the tissue. If you have an area that concerns you please ask your GYN or PCP
