See dermatologist: Patches could be benign and possibly related to sun exposure or serious and possibly related to IgA related immune disease or histiocytosis or other. You should discuss with your doctor and may need a skin biopsy to learn more.

Venous stasis: this sounds somewhat consistent with incompetent valves in your leg veins. This leads to hemosiderin deposition in the skin. I would see a doctor to make sure it isn't something a dermatologist needs to biopsy. If this is the case, it may help to wear compression stockings (prescribed by a physician).
