What does it mean if a substance is an irritant and a carcinogen?

Need more details: Carcinogen is a chemical/material which can cause cancer. irritant means different things to different people. To me it means causing tissue damage leading to inflammation. Chronic irritation/inflammation can lead to development of Cancer after many years of continued use of a substance like this.
