Depends on the cause: Patients with venous circulation problems will get "spots", usually brownish discoloration or small veins, around the ankle. This comes from increased pressure in the veins that causes small amount s of blood to escape into the tissue. Arterial problems usually have non healing sores not spots on their foot or toes and occasionally blue or red discoloration when they hand their foot down
