Is it the norm to get scheduled for a colonoscopy for hemorrhoids without anyone even checking visually for hemorrhoids? this procedure is costly.

Not the norm ...: But it all depends on the specific scenario & what symptoms are reported. If there is bright red rectal bleeding, nothing else, in a 35 year old, physical exam for hemorrhoids would come first. But if there are additional symptoms, and the person is of the age/risk level to need a colonoscopy for screening, then that procedure would be recommended. It is prudent to question these kinds of tests
