Cyst: If it is midline, then it could be a thryoglossal duct cyst which can form from remnants of fetal development of the thryoid gland, and anywhere there are hair follicles/oil glands a sebaceous cyst can form. If it is not midline, then consider a swollen lymph node or even salivary gland. Can't be sure without an exam.
