Asthma: Not all kids, it depends on their triggers for asthma. Perhaps the cool weather or viral infections can be triggers for some.

Asthma exacerbation: There are many triggers for asthma exacerbation with some being more important than others depending on the individual. After going back to school, kids tend to pass around colds. One virus in particular, rhinovirus, has been the focus of much research lately in that it causes an inflammatory response. This "turns off" immune-related asthma control. Also, rhinovirus peaks in September.
