Second opinion: with all due respect to the first doctor, it might not be psoriasis too, but you need a diagnosis, at least a provisional one, good luck

? fungal: tinea versicolor could cause a circularish non itchy, non scaly rash....I would first consider using an antifungal, both topical and oral....it may take a while for the rash to go away as tinea needs the sun to even out the rash with the skin....if this does not help, I agree that you will need a diagnosis,probably via biopsy....Dr. Wellner
