Not normal: Typically the hcg level drops by half every 48 hours. So after 3 weeks a level of 18.2 should have completely gone to below detection limit of the assay (which can be, e.g., 5). You may want to continue having the hcg checked until it is below detection limit, which can take several more weeks.
