Maybe: If the wrapper itself is a tobacco leaf then yes. If it is just paper then it is not very likely. Either way smoking is not good for your lungs.

Probably: the wrapper probably has some residual nicotine. smoking weed can actually dilate rthe airway but the risk of toxin introduction into the lung remains

Nicotine: It depends on if the wrapper is made of tobacco or paper and how much tobacco has been absorbed by the wrapper. I suspect it would be a small total amount.
