Yes: With a practically undetectable TSH, he must be extremely hyperthyroid and with that comes a lot of symptoms, one of which is cardiac arryhthmias. He needs to go to ER ASAP to be treated appropriately and expeditiously

Hyperthyroidism: sounds like he has hyperthyroidism. Has he been checked for this? what was his hemoglobin? what other symptoms? how long has he had them? Best to get evaluated ASAP if this is all new.

Yes: Yes, with that low of a TSH and his racing heart beat, he is at high risk of an abnormal heart rhythm such as atrial fibrillation. Please take him to the ER right away so that they can start treatment.
