See an Allergist: Best bet is to get the little one into an allergist since eczema is typically allergen-mediated. The simplest first start is to use something like a Claritin (loratadine) or zyrtec syrup to help calm down itching of the skin (the enemy in eczema) and possibly help to dry up the nose.

Eczema and hayfever: Hayfever can be helped with antihistamines. Proper dose must be used for children. First step in eczema treatment are emolients, like petroleum jelly. If eczema is red or crusted, it may need topical steroids and antibiotics. Otc steroid creams are usually not strong enough. Using fragrance and dye free products helps.
