Sinus Congestion: if the treatment with antibiotics didn't heal your Sinusitis then it could be due to allergy and you might not have the infection now. Allergy required long term treatment. Don't just let it be, you can consider visiting an ENT doctor to evaluate your condition and he can definitely help you with this congestion

Sinus issues: Antibiotics will treat a bacterial sinus infection but won't help with viral infections nor will they help with the swelling and congestion. I would recommend OTC pseudoephedrine (its a hassle to get - you need ID and have to sign for it) but that in my opinion is the best for sinus congestion. A gentle nasal saline spray may also help Good luck
