Bot exactly: both can cause shoulder pain the labrum like the meniscus in the knee is cartilage in the shoulder and often softens and frays with age ,can be asyptomatic early arthritis , take care Attributing symptoms to labral fraying. Displaced labral tears can causing mechanical locking symptoms frAying is best thought of as an asymptomatic incidental finding not all findngs are symptomatic

No: Those are two separate issues. The fraying is related to osteoarthritic changes.
