Yes: An Xray only shows the outline or heart "shadow". It can not provide the details about the heart unless the heart is enlarged or misshapen. A hole in the heart, commonly between the atria (ASD) or ventricles (VSD) are within the heart and unless severe won't change the outline, therefore not seen by X-ray. An ultrasound of the heart (ECHO) is usually the modality of choice to look at the heart.
