The thin layer of: fat and skin that lies over your shinbone or tibia is prone to injury from a direct blow. Likely there some scarring in the skin and even a little atrophy in the fat just below the skin this may make itfeel different. Not exactly numb with absolutely no feeling but different. Some of this can resolve overtime. If there is pain then seek further valuation to make sure the bonet is okay
