3 wks ago i fell & hit area above shin on edge of sidewalk pretty hard. it was very bruised & swollen. bruising gone, but area is numb. normal?

No: Not normal, but still may resolve. Numbness is a neurological symptom. When you injured the soft leg, you may have injured a nerve in that area. If it does not resolve, I would not heditate to be seen.
