Bad Control/InnerEar: In addition to avoidance measures likely need to treat rhinitis with daily intranasal medicated spray. Chronic sinusitis with ear fullness can be due to poor control. Could have non-allergic triggers as well. Mixed rhinitis often more difficult to control. Balance issues could also be secondary to inner ear problems that might need further workup as well.
