No: What's different about the situation you describe is that there has been cervical shortening, which, in and of itself, increases your risk for preterm delivery. Your cervix is still pretty long, though, at 23mm. Likely the stitch will be successful at helping to prevent preterm birth. It's good, as well, that no bulging membranes.
