Not likely: the failure rate of tubal ligation is around 1 in 300, but most of those are in the first few weeks to months after the procedure. It is a fine idea to check a pregnancy test to reassure yourself, but its more likely a menstrual abnormality. After 35 complaints like this are relatively common.
