The risk of pregnancy after a tubal ligation is very small but not zero, even after 13 years, so doing a pregnancy test is not unreasonable as a precaution. Many things can cause less regular bleeding (sometimes just getting older) but continued observation is OK for now as there is no clear pattern yet and this may be a one off.
