Prob ok short term: Steroid creams work better on dermatitis than hives. Besides, if the hives are chronic, they aren't from external causes. Chronic hives are extremely bothersome yet most times we can't find a cause. A good allergist can help you rule that out. Safety of long term steroid creams? Can if used in same location for long time, might cause changes to skin. That one is medium (not super strong) potency.
