Probably normal: At your age (18) you may just be seeing the normal development of your genital area skin, especially if the bumps are on the penis or scrotum. Sebaceous and sweat glands become more prominent with sexual maturity and typically appear as white bumps, more easily visible if the skin is stretched. If in doubt, bring it up with your doctor next time you're in the office for routine care.
