Folliculitis?: This sounds most like folliculitis, or some other bacteria infection. Almost certainly not herpes -- both the symptoms (pus if popped) and location are wrong. And I'll bet this doesn't look much like your previous genital herpes outbreak(s), right? Anyway, see a doctor and take it from there. Good luck.
