Have it looked at.: "Smear-like" brown on neck, chest and arm changing from time to time, is something that should be looked at r rather than using this forum to get your answer. Though things like acanthosis nigricians comes to mind, many factors into knowing what the rash is, is based on missing info like a history of diabetes, obesity, and others. Therefore, please see a doctor and have the rash looked at.
