TSH 13: If your doctor is your primary doctor I recommend you ask for a referral to an Endocrinologist. One thing to consider first. Take your synthroid (thyroxine) at bedtime with at least one hour after your last food intake. That may improve the effect of your current synthroid (thyroxine) dose.

Thyroid: I don't think a doctor necessarily needs to be an endocrinologist as long as he/she is capable and comfortable in treating hypothyroidism. Make an appointment to visit with your doctor again and look at the thyroid panel more thoroughly with regards to T3 (liothyronine) and Reverse T3 (liothyronine), and free T4. As a general rule, blood work is not checked again after an adjustment of dose until 6 six later.
