L-I has access to all the major surgical specialties, with Trauma and Ortho usually required to be in-house. Usually involved in teaching (residents/fellows) and research. Usually physically larger institutions and receive transfers from smaller centers. L-III has on-call Trauma and Ortho (may be home), can stabilize patients and has transfer agreements in place for more advanced care needs.
