Herpes???: Genital herpes typically present as a cluster of small lesions that are very painful. Itchiness is not typically a symptom of herpes. They are painful.

Genital: herpes usually appears as itch, then pain, followed by blisters. What you are describing sounds more diffuse and painless. It sounds more like fungus infection. Show it to your doctor to be sure. It is VERY difficult, if not impossible, to diagnose skin condition on basis of verbal description words.
