Yes and no: There are sublingual and transmucosal forms of fentanyl, available as oral sprays, films, dissolving tablets, and nose spray. It is NOT widely used for post-operative pain managemen, because its safety in that setting has not been proven. It's safety and efficacy has been proven only for opiod-tolerant patients with breakthrough cancer pain..
