Rash: Skin rashes are tricky because treatments for different problems varies. In this case many things are possible but will mention two most common: fungal infection, which can be treated with antifungals which you could find over the counter like clotrimazole. However, it could also be contact dermatitis (among other possibilities), which is treated with steroid creams. The best way to go is to have an exam.

Yeast infection?: this may be a yeast infection, especially if you are overweight and ESPECIALLY if you are diabetic. Try Nystatin on one side only for several days. If it gets better, use it on both sides. If not, see physician.

Scaling/ itching: How longis thsi going on? Avoid deoderant for 2 days , May be fungal, eczema or even bacterial infection. Could try desitin (zinc oxide diaper cream) ointment 2 x a day x 24 hours see if it works( has ant-ibacterial anti-fungal and healing properties). not f/u with doctor/urgent care.
