Elevated HCG s/p ABv: Please recheck the HCG . Did they send the contents of the abortion to pathology? They may not have evacuated the fetus (98,000 is around 8 weeks) or it may have been a molar pregnancy ,Consider ultrasound. Follow up with Ob-gyn this week

Yes: At 3-4 weeks of pregnancy I assume you had medical abortion, ie taking meds, which has a small but real failure rate. With repeat HCG of nearly 100,000 you certainly are still pregnant and it's now probably 10 weeks. You need to see OB/GYN asap to confirm state of pregnancy with ultrasound and to discuss your options whether you're planning to keep pregnancy or not.
