Many things: The best way to diagnose a symptoms like yours is to have an exam. Definitely pressure in the forehead could be sinus but linked with pain only on eye movements does not make sense. Have your eyes examined!

Depends: If you are having significant pain with eye movement, you should see your eyemd as soon as possible. If you have a rare, trace discomfort between your eyes on your forehead, it could be due to straining your eyes or asthenopia, muscle straining, or a mild headache. If it persists, also see your eyemd.
