Possibly: Igg being low can signal an immune deficiency. But more important than the amount is how well the igg works to fight infections. If he does not have many infections, this level might be his "normal". He should see an immunologist, who can tease out the likelihood of immune deficiency from your dad's history as well as lab tests (that look how well his immune system responds to vaccines, e.g.).

IgG deficiency: Your father needs to have antibodies to vaccinations tested next to determine if an immune deficiency truly exists. Quantity does not mean quality. Also, if he never has infections than this could simply be an incidental finding.
