Fraxel: Fraxel laser will give give very good results. I would recommend a 100 micron depth. Best wishes.

Ulthera: Ulthera may be a little better as the depth is more controlled but, first try topical eye creams. If ulthera does not provide enough improvement you might consider laser resurfacing but, the real issue is how much actual extra skin exists.
