You have a fistula!: You probably have an infected tooth that is "leaking pus." the pus builds up then leaks out. The bubble forms because the body is constantly trying to heal over this fistula "blow hole" when the pressure gets too much it pushes through the weakened hole in the skin. The bubble then subsides only to build up again.

A dental abscess: A 'parulis' is a bubble-like lesion that is near the tip of the root of an infected tooth. It's function is to drain the pus away from the infection. The bacteria that cause the infection are inside the tooth and the body's white blood cells and antibodies cannot get inside the tooth to eliminate them. Used up white blood cells are 'pus'. See a dentist about treating the infection.

Dental abscess: Most likely the nerve has died in the tooth and you need root canal therapy if the tooth can be saved. If the tooth already had a root canal, it may be failing. There are other possibilities as well but either way you need to see a dentist asap.
