Yes: Yes, he can. His diabetes is not going to affect hsi sperm count. Unless he's infertile for some other reason.

Yes: Yes, as long as he's still fertile and has normal erectile response - it's no different from any other male. Use contraception if you're not interested in becoming pregnant.

Diabetic Normal Man: Yes. Of course. Unless he has something else wrong with him. Diabetes can be well managed and while young nothing with that diagnosis should interfere with his sperm production.
