Could be circulation: It is fairly common to get tingling and stiffness in the hands with cold weather. May be mild, or may be something called raynaud's syndrome. Try the simple things first... Wear gloves and keep hands warm. If it really bothers you, and you have poor pulses, mention it to your primary md. Might ask you family members if they have similar symptoms as well.
