Depends: An md in some states are able to, but state dependent: h.R. 3140 sec 11(to provide for availability of contact lens prescriptions to patients, and for other purposes). Definition of a prescriber as: an ophthalmologist, optometrist, or other person permitted under state law to issue prescriptions for contact lenses in compliance with any applicable requirements established by the fda;.

Ophthalmology: Not typically. An ophthalmologist is usually an MD or an DO after he/she completed medical school and then a residency in ophthalmology / eye surgery. An MD without training in ophthalmology is likely not well versed or trained to provide a prescription for eye glasses. Optometrists are also trained for this as well so you are better off looking for a doctor focusing in eye care.
