Not necessarily!: I've seen five pound babies delivered by c-section, and once delivered a patient of an eleven pound baby! much depends on the "fit" between your pelvic bones and the baby's head. But it also depends on the angle with which the baby comes down into the birth canal. How the baby tolerates labor is a huge factor in whether or not a c-section is recommended. Safety is the main concern, of course.
