Is it normal that after very little or 1/4 piece of tooth broke, blood comes out and very sensitivity feeling starts?

Not normal: It sounds like you may have a pulpal or nerve exposure in the affected tooth. I would see your dentist or an endodontist to evaluate this tooth for a possible root canal and subsequent restoration. Sooner rather than later.

Depending : Depending on what broke you can definitely have bleeding and sensitivity. If a small piece fractures but exposes the nerve you will have pain and bleeding. See a dentist soon to evaluate.
