See a doctor: It could be eczema or warts, or an allergic reaction to something. Rashes are best treated in person so the doctor can see and feel to determine what it is.

Sebaceous cyst: A bump in the scalp that is mobile but tender can respond to excision and a common entity is a sebaceous cyst. Of course there are other things like a nerve sheath tumor.
